Add hardware synthesis and execution to CI

The CI also supports the execution of jobs on the fpga nodes of Noctua 2. However, these taks are time consuming and should not run for every push, so we first need to decide on sane rules when to execute these tasks (only for tagged commits? Special wording in commit message? Only manually via variables? Only when certain files are changed?).

• Add jobs for synthesis and execution to the CI
• Define proper rules to only execute the jobs if required
