Add embedded screens for SmarActEncodedTipTilts

SmarAct encoded tip-tilts bundle both the open-loop and closed-loop component signals and needs a screen that handles these nuances correctly.

The idea would be to have a closed-loop tab for motor tweaks, accompanying expert screen buttons, and single-buttons for doing the home and calibration sequences unique to these stages.

A second tab that is essentially SmarActTipTilt.embedded would be more than sufficient.
