When writing a overlay-based snapshotter, typically you want maintain compatibility with regular images. It'll be nice to also run the overlay test suite against your own snapshotter, so we should upstream a PR that refactors the tests into snapshots/testsuite/overlay.go as an exported function testsuite.OverlaySnapshotterSuite.
