Constant E_STRICT is deprecated with PHP 8.4.0RC1 #144

When running the pecl command with PHP PHP 8.4.0RC1, we see a ton of lines stating that "Constant E_STRICT is deprecated":

/ # pecl install zip

Deprecated: Constant E_STRICT is deprecated in /usr/local/lib/php/pearcmd.php on line 441

(repeated hundreds of times)
