go-pear.phar asks me to alter a system-wide ini file even with a user installation #3

Started the installer script locally with $prefix to /net/home/osipovmi/pear, yet it asks me to modify

Would you like to alter php.ini </usr/local/etc/php.ini>?

This action is deemed to fail. Don't provide such an option if the current user (!= root) has to write access to that file.
