Bump minimist and exec-php in /packages/twig-to-php-parser

Removes [minimist](https://github.com/minimistjs/minimist). It's no longer used after updating ancestor dependency [exec-php](https://github.com/iqbalfn/exec-php). These dependencies need to be updated together.


Removes `minimist`

Updates `exec-php` from 0.0.5 to 0.0.6
