In #1885 we updated the docs to include git-lfs, now a build-time dependency when compiling from source. Rather than link out to the tarball page, though, let's add it to the apt install command, along with the system dependencies for Linux. Relatedly, while we're in there:

Since #1885 is slated for release in Testnet 43 (#1902), these changes should be made by EOW.

Updates install instructions to avoid tarball-based git-lfs
instructions. Also touches up the Fedora commands, ensuring they use
`dnf` as `yum` is deprecated.

Closes #1928. Supersedes and therefore closes #1919.
