We should give governance the capability of surgically amending the state of a counterparty light client. The imagined use case in which this is useful is if a counterparty chain needs to do an unplanned upgrade.

  • spike what the unplanned upgrade path looks like for other chains
  • add an UpgradeCounterpartyClient proposal
  • implement amending the state of the host chain light clients
