Weird scrollbar on contact page

When submitting the contact form, the page gets a weird scrollbar and then the scrollbar goes away, see video below:

I just tried recreating the bug in the video, but from testing both the deployed and local versions, I am not recreating the bug. For context, I am using Chrome for my browser

For context, I believe this bug only occurs on Windows Edge browsers.

The scroll bar is likely rendering for a frame and causing the layout shift. Hiding it for windows might fix the bug: https://www.w3schools.com/howto/howto_css_hide_scrollbars.asp
