Letting TeX users in Afghanistan use xepersian

Brief outline of the feature request

TeX users in Afghanistan may want to use xepersian for typesetting their Persian documents. I would be very grateful If you add an option to xepersian to handle it. In the attached pdf you can find the differences between the Persian language in Iran and Afghanistan.

Expected behavior

‫موارد ۱۸ و ۲۰ به نظر سلیقه‌ای میان و نیاز به بررسی بیشتری دارند. به هر حال الآن هم هر کدوم با آپشن مناسب قابل استفاده هستند.

‫۲۱ به نظر منطقی نمی‌رسه و می‌شه از یک آپشن برای زی‌پرشن استفاده کرد.

‫۲۲ به نظر من نیاز به بررسی بیشتری داره و بهتره با فونت مناسب مشکل حل بشه (فونت‌های بهیج را آکادمی مجازی بهیج افغانستان ارائه داده مثلاً که اصلاح‌شدهٔ فونت‌های مشهور از جمله فونت‌های برنارایانه هستند). شناسهٔ 066B به نظر مخصوص ایران نیست و برای کل خانوادهٔ فارسی تعریف شده در یونیکد.
