Add Presentation Language

It would be helpful, if speakers can have a multiple choice list to select possible languages for their presentation.

This way, presentations can be sorted by languages. And it would be more easily visible in the talk voting view, which languages a presentation can be in.

This came up as use case during the pgconf.de talk selection where presentations were reviewed based on languages.
