Limit jobs for anonymous users #196

Hi, we should consider limiting the number of jobs for anonymous users,
to avoid that someone bombards us with jobs.

  <limit type="anonymous_user_concurrent_jobs">1</limit> 
in your config/job_conf.xml for the future
