TA-Lib update

Looks like there is finally some update for the ta-lib library.

I have a PR for that which adds ACCBANDS, AVGDEV, and IMI. I marked it as ready for review on Nov 27, 2023. I'm not sure what action I need to take to get it to the next phase.

But that was for ta-lib 0.5.2. I'll take a look now that ta-lib 0.6.4 is out and see if there's anything new and possibly update the PR with those new things as well.

Update:

There's no functional changes in the new version (looks like a lot of work in the Rust and Python area), but that means that my previous PR is compatible with v0.6.4. I've added that note to the PR.
