Phrase 3.10 - Translation fallback on locale change during runtime of an application - does not work #74

It was fixed in 3.9.0 release but it does not work on 3.10.0.

Switch language with disabled internet does not work:

Logs with Verbose lvl from this action:

Locale changed: fr_FR (custom)
Reading cached Translations for: fr_FR
Reading cached Translation failed: No cached file for "fr_FR" present
Reset TranslationRepository for: fr_FR (custom)
No pending updates available for: fr_FR
Fetching Translations: https://ota.phraseapp.com....
Fetching Translations: No Internet connection```

Hey, yes we rolled back to 3.9.0. It does not work well with Android 15 (webview bugs), but it's okey for now.

Hi @mkalinowski2 we discussed this issue internally and will need to investigate it further. At the moment we are prioritising some performance related enhancements on the SDK and we plan to look into this issue sometime in November. In the meantime, if there are some questions/concerns, please feel free to share those.

Hey, well we wait for this bugfix a long time already, but what else we can do? only change SDK for translations providing. We'll wait, take your time :)

I do understand its been a while, we ran into some issues with our last few releases that we had to prioritise. Thanks for the patience, I will keep you posted around the updates.
