Add a test to ensure all jars with $PICKLEs emissions on sidechains are active.

Status? Where would you like to put this test? Does this really belong in the pfcore test suite? Would it be better in, for example, the admin dashboard?

Federal Bureau of Brining would be a good candidate to do the tests. It's not an expensive task though, so test suit might not be a bad place.
