Might make sense to make a separate util/cmd line tool for combining different datasets

give it two sets of tiles as input
settings file controls labels (and hovers) on all the buttons
maybe have a better button for switching between dates/datasets
remove "link to this view", and some other leftover stuff
get rid of where is scotland
tidy acknowledgements
