Discuss: The + on Sort by Machine view is for "new machine"

If you're looking at the Sort by Machine screen, the + in the upper right brings up an "new machine" dialog.

1. I wonder how often this dialog is actually used. I would expect almost all users to add a machine to a location from the location detail screen.
2. Is this confusing to users? What if we changed this plus to "suggest a location" dialog. Would that also be confusing?
