Observed behaviour

The ship hull status is covered / vanishes when the scanning manager or the cargo window is on:

Expected behaviour

should stay visible / no reason to hide it; it's very useful during surface scanning on rough bodies with an atmosphere.

This is an intentional UI design decision. Gauges are hidden when the sidebar is open because there's not an easy way to determine whether the gauges would be rendering in the same "space" as the variable-height sidebar, and rendering gauges underneath the sidebar widgets looks very bad.

There's scan progress gauge rendered in the gauge cluster specifically so that you can see your current scan progress when the sidebar is closed.
