Add tooltip of image name over point in ROI Line Plot #26

In ROI Line Plot widget, when the cursor is over a point it would be cool if a tooltip appeared that showed the point's image name and wavelength. This is not urgent and would be a good issue for someone who wanted to get involved with the project to get started on
