cannot install plugin from dev repo

other plugins can be installed normally (from dev repo)

the plugin folder is created, upon QGIS restarts WAB is tagged is invalid as missing the metadata file.

@volaya this is still an issue that of course must be solved if we want to release the plugin :) adding here in cc @elpaso even if it will not be very happy :)

Since this is a very strange issue, maybe we should try putting it in another repo just for tests? maybe the Beta one?
