It is deprecated and, as pointed by @mauritsvanrees in zopefoundation/meta#194 generally in Plone/Zope we don't set it to True anyway...

A quick scan shows only one such case (zip_safe=True):

plone.versioncheck, which anyway is a tool rather than a Plone core package.
