Make it possible to set the RNG seed using the run config file

In PyLag simulations, the seed for the RNG is always generated automatically. It should be possible to set this from the config file as this would help with debugging. Furthermore, the seed is not recorded in either the run log or in the run output file - recording it in both places would again help with debugging.
