To keep historical algorithms in one place, let's add more recent python implementations of the E-Flux and E-Flux2 (already in) algorithms.

This will allow users to compare methods and offer a complete "E-Flux" software package, and allow developers to create new "E-Flux" algorithms that can also live here.
