What does the metadata in the STAC catalog show for L2SS outputs with empty files?
This will help us determine whether STAC metadata changes are in scope or not
There is a concern that bbox [0,0,0,0] can actually be a valid range
What would be the Level of effort to append "EMPTY" to output filename?
