Upload only finished Linux PD E2E workflow run

Right now we are uploading some linux e2e tests from the night, we are pulling latest run results. It might happen that latest run is in progress and thus we cannot rely use the results until they are created at the run end.

Either wait for the run to finish by adding some wait logic, or in the case where we know the workflow is not finished, fetch previous workflow run id.
