当 server 挂掉之后的容灾问题 #305

当 server 挂掉之后，新启动的服务是优先拉取本地持久化到目录中的数据，但使用这里的数据有个条件就是需要远程更新过才行。

那么调用时不能使用这里的数据（未远程更新），还是需要查询 server，此刻 server 是挂掉的。
经过 timeout 之后，才使用本地缓存（持久化目录中的数据）。

问：这里是不是每次都需要经过 timeout 之后才能使用持久化数据？

这一块是的，当前在 polaris-go 做了优化，我们也会在这两周把 polaris-java 这一块的逻辑也优化下
