This content is mostly porting over old docs stuff. Will merge and request reviews once I work on the follow-up PR as per #26. |

This adds a "Tools" section under "References". It also adds relevant material for the "build/Frontend" page. Note that none of the tools have their own proper write-ups yet. This is just the content we already had. Exception is
subxtwhich just contains notes. Please ignore that. Need to follow-up with proper write-ups (see: #26).I left the content for
subkeyout as it will be merged in once #15 is done. Cc @lisa-parity.
