When requiring backdrop/backdrop:1.13.2-rc2 via compose install drush purports it to be 1.14.x-dev

this is an issue with the official releases and the composer builds from tooling catching up. I'm informed that future releases will be fine. Will test. for now I will have a work around.

The maintainer for the composer file is going to look into why packagist isn't being updated/. 1.13.3 released and he thought it would update correctly but it didn't
