For patch releases, recommend to use the workflow from the release branch and default to its HEAD for the patch release

Describe the current behavior

For a patch release, no default for github ref is provided. No guidance to use the release branch as the workflow branch

Describe the expected behavior

We could provide the information in the github click UI to use the workflow from the release branch and don't need to fill the github ref in this case.

In some cases it may be usefull to use the workflow file from main to create the patch release on a specific release branch but that should be very rare (a better solution is to fix the release branch with the updated workflow file to achieve reproducible releases)
