CSV quotation character is not used for csv output #6

Description: field value may embed csv separator

Environnement: Ubuntu Linux 16.04 Java 8 (Hotspot 1.8.0_101)

Reproduce :

    "output": {
        "type": "file",
        "props":{
            "pathProvider":"const",
            "file": "./a.csv",
            "format": "csv"
        }
    },
...

The country generator contains such values. Please see this generated file value: Congo, Republic of.
