To ensure a QR code was actually scanned, two step rollout can be used. This requires the user to enter the smartphone part manually. This could be done via network (if the QR code indicates it).

When not using two step rollout, the user can be required to enter the first OTP value. This could also be done via network (if the QR code indicates it).
