I would like my robot to ignore /msg from users who are neither 1) identified to him; nor 2) currently joined to a channel the robot is joined to.

My robot is provided as a service to users of my channel; not random users on the network.

Supybot-IngoreUnknownPrivateMessages seems to fit the bill here. This could address #472 as well, with a little configuration.
