Discovery Handlers should generate universal device ID

Currently, the Agent generates an id for a device that is either universally unique or unique to the node based on whether it is shared. Instead, the Discovery Handler should determine the ID as each protocol has it's own way of uniquely identifying devices.

We should update the Device message of the discovery interface to contain this identifier.
