When using the web form to generate a configuration, there should be two modes of operation.

If the web form is not running inside a cluster-manager container, the user should be able to download or copy&paste it from the browser directly.
If the web form is running inside a cluster-manager container, the user should be presented with the option of either downloading it from the browser or saving it to the data directory directly.
