This is easy to do if you're using ASpace via the publish field, but the use case here would be for repositories that are using EAD2002 without ASpace. I still think this could be out-of-scope as its really a collections management feature rather than an Arclight feature, but there are repositories that would benefit from this. Maybe during indexing there is a command line field for ids of components to exclude, but the barriers to that are similar to the barriers preventing ASpace adoption so I dunno if that actually helps anyone.

I believe this is duplicative to #1528 - @audience is defined in EAD specifically for this purpose, so the indexer respecting it would implement this feature.
