Add search capability for public lists

As a user, I want to be able to search for other users' Reference Lists.
Search all Reference Lists by title.
Search by user ID or user name.
Exclude private lists from search results.
Out of scope???

After reviewing the quote, we're ruling this out of scope. A user who wants to share a folder will first make it public, then send the other user(s) a URL. If a user types in a URL for someone else's folder, it will display if it's public and return a 404 if it's private.
