AIDs are not created at the beginnings of ceremonies due to timeout #1

There are at least 2 bugs internally in the system that relate to this: DF-2140 tracks a need to refactor AID creation, and DF-2232 tracks the need to fix this specific problem. |

Describe the bug
At the beginning of vLEI issuance ceremonies—including LE, OOR, and ECR vLEI credentials—I sometimes encountered an error message
You don't have proper AID created to join this ceremony.
, as shown in the attached figure below.This error is intermittent and can be resolved by a refresh. According to @dhh1128, this error occurs due to timeouts during AID inceptions at the beginning of ceremonies.
A potential solution is to add a waiting room before ceremonies begin to make sure that all participants have valid AIDs.
To Reproduce
Simply joining a ceremony for vLEI issuance.
Expected behavior
AIDs of all ceremony participants should be created.
