Modify Mosaic Levy

• Following parameters are required:
  • mosaicId - ID of a mosaic;
  • Mosaic Levy Properties:
    • type - type of levy. Absoulute(1) or Percentile (2);
    • levyRecipient - an account that will get levy;
    • Fee - levy amount;
    • mosaicId - ID of a mosaic.
