measure tool not available on part with no sinking, if any parts have sinking #13546

Description of the bug

There is something about sinking that prevents the measure tool from working. This is captured by this stale feature request (#11119) ; perhaps under the hood this was inadvertent (eg no technical reason for the limitation) - or perhaps there is something about it that prevents the tool's algo from working, although I'm skeptical as it's not reliant on anything sliced. However, measure is per-object, already, and thus I'm submitting it as a bug due rather than 👍 the aforementioned issue/

Even if there is something about a sinking that interfers with the toolHowever, in a project with multiple objects, an object with NO sinking is not measureable, even though it has no sinking, and even if the other object is set to not printable.

Project file & How to reproduce

add two objects to a project. Give (A) sinking but not (B). (A) can be marked printable (althought that is probably only a flag for slicing so irrelevant(?))

the user cannot measure (A) - ok, that seems wrong, but fine.
however, the user also cannot measure (B) ?
