Encoding 101

Need to come up with a test suite of various files in known encodings (at least UTF-8 and UCS2-LE), have Notepad++ open those, and then make sure I can pass data back and forth between Scintilla and Perl with maintaining the actual text in the correct format for both ends (so they are proper Perl-Unicode strings inside perl, and get saved from Scintilla to disk still maintaining the proper encoding).

I am not very good with encodings, so may be trying to bring in expert help at some point.
