Integrate psas_packet into the toolchain and projects

Packet-serialize is the repo that defines the canonical network data formats and addresses. It is a python module that contains a C code generator that will replace common/net/net_addrs and another file with structs that replace those scattered across various projects.

This will mean at minimum adding a requirements.txt and instructions for setting up a python virtualenv.
