An permission system for the account api

Describe the feature you would like to see.

Currently when you give out an account api key, you have access to the full account api without restrictions. An api permission system (similar to the sub-user tab in the server panel) would fix this issue.

Describe the solution you'd like.

When you create an account api key you have an additional field where you can select servers the key has access to and what specific permissions (start, stop, console, files, etc..) the key has. also you can set permissions for the other api features the account api has to offer.
