Right now, citations for Alma records are created using the BlacklightMarc gem, and citations for SCSB records are created using local CiteProc-based methods (see #4012).
We want to use CiteProc for all records, to reduce complexity and have consistent behavior between records.

Why is this maintenance needed?
It will be confusing to users to get somewhat differently-styled citations, based on where the source record is from.
It adds complexity to maintain two citation pathways
Acceptance criteria
MLA citations all use CiteProc
APA citations all use CiteProc
Chicago citation all use CiteProc
Citations using the BlacklightMarc gem are removed
