Use full name in message functioning instead of NetIDs

Since this issue was never created, I figured I create the request.

I think there's general agreement that no one remembers each other Princeton handles. As such, handles should not be used as it requires someone needing to look it up separately to "@" them. Along the line of #1670, having full name makes the most sense and is more intuitive.

Much of this is complicated by Princeton OIT's alias and non-alias NetIDs approach.
