We have recently thrown out the validate_duplicate_content function because it was causing problems. See here: #633

However this is at best a workaround. We should look into re-adding this check, while properly addressing the issue.

Hoping you can address this issue before the next release. We rely on pulp_deb to prevent duplicate packages (same NVA) from being added to a repo.
