Add a helper function for calculating a read URL for a storage account blob for use in scenarios such as uploading an Azure Function's code

An example of the required logic can be found in the azure-ts-functions example helper script: https://github.com/pulumi/examples/blob/master/azure-ts-functions/helpers.ts
