I think this might have trouble when running under qemu because azure-typescript is so large.

We can try running this on linux arm runners (https://github.blog/changelog/2024-06-03-actions-arm-based-linux-and-windows-runners-are-now-in-public-beta/), which we'd need to setup at the org level, or maybe on macOS runners.
