Tree should not be acceptable if height and girth are missing
Min girth is 10 CM diameter
min height: 3 meters

Atleast one condition from both should be valid.
Also the minimum circumference should be 30cm.

One catch is, if the tree is made invalid, the surveyor might add wrong data to make it valid.
