Overscan Settings Shouldn't Affect Aspect Ratio

Overscan setting shouldn't affect aspect ratio. Overscan was beyond the borders of the TV so you were always left with the same display aspect ratio of 4:3.

Allow me to clarify the overscan issues.
Both black border options are left unchecked here. I'm not really sure of their purpose, but checked or not, they should not change how overscan functions.

In windowed mode, 1:1, 11:8, and 8:7, aspect ratios are all working correctly, because as you increase the overscan, the pixel aspect ratios stay the same and the picture changes size. In full screen mode, they are working incorrectly because as you increase the overscan, the pixel aspect ratios change and the picture stays the same size.

It's opposite for 5:4. Windowed mode is working incorrectly, because as you increase the overscan, the pixel aspect ratio stays the same and the picture changes size. Full screen mode is working correctly because as you increase the overscan, the pixel aspect ratio changes and the picture stays the same size.
