pdk convert / validate switch for repositories which are pure Hiera

Hi,
I have several repositories in my puppet universe which are pure hiera. They reside outside the control -repo but play a big part is passing data to other Puppet repositories which have normal puppet code.

The request is to have a switch of some type when we convert or validate a repository which is hiera only.

I'm hoping this switch would allow for the Gemfile and such to focus on gems which are only needed for hiera.
